"The first free public school in Wisconsin was opened in Southport (now Kenosha) Wisconsin Territory on June 16th, 1845. The resulting school became the model for public education in the state of Wisconsin.
Michael Frank, a member of the territorial legislature, introduced bills to allow public education in 1843, 1844, 1845. They all failed. Apparently he narrowed his sights to simply allow Southport to collect and expend tax money on its school, and that bill passed."
